Assistant / Deputy Director (AI Capability Building and Partnerships)

Mission
Enable MOE staff and educators to harness AI and digital technology confidently and responsibly. You will lead a small, high-leverage team that develops AI training programmes with key internal and external partners, builds communities of practice, and drives adoption — turning AI strategy into everyday practice with sustainable, measurable outcomes.

Key Responsibilities
1. Capability Building & Enablement (Primary Focus)
Develop curricula, playbooks, and guardrails to help teams self-serve and embed responsible AI practices.
Design and deliver AI enablement programmes such as clinics, bootcamps, train-the-trainer sessions, and champions networks.
Facilitate practical workshops and learning experiences for educators, policymakers, and MOE HQ officers.

2. Adoption, Change & Communications
Drive adoption through executive briefings, communities of practice, and open office hours.
Shape clear and compelling change narratives tailored to different functions.
Anticipate and remove adoption blockers across data, security, procurement, and legal.

3. Partnerships & Ecosystem
Build strategic partnerships with IHLs, public agencies, and industry players that directly support capability-building and adoption outcomes.
Negotiate and manage MOUs, co-funded pilots, and joint roadmaps, ensuring partnerships deliver measurable value.
Tap on trainers and SMEs across the ecosystem to scale programme delivery.

4. Outcomes & Measurement
Define and track capability OKRs/KPIs (e.g., number of officers trained, teams activated).
Conduct after-action reviews and impact assessments; provide quarterly updates to leadership.

5. People Leadership
Lead, coach, and grow a mission-driven team, setting high standards for delivery and stakeholder care.
Build a culture of inclusion, safety, and continuous learning.

Requirements
Must-Haves

  • 8–12+ years in programme, capability, or ecosystem roles in tech or public sector, including 3+ years leading end-to-end initiatives.
  • Proven success in designing and scaling capability-building programmes with measurable adoption outcomes.
  • Skilled facilitator and communicator, able to make AI concepts accessible and practical across diverse groups.
  • Strong stakeholder engagement and change management skills; credible with senior leaders and practitioners.
  • AI-literate: able to contextualise LLMs, genAI, and evaluation methods for adoption (hands-on build not required but needs to be familiar with usage of AI productivity tools).
  • Experience managing MOUs, vendors, and procurement processes.


Good-to-Have

  • Experience in education, workforce, or public service domains.
  • Familiarity with Responsible AI frameworks and evaluation methods.
  • Certifications (e.g., PMP/Prince2, Agile/Scrum, Prosci, Training of Trainers).
  • Ability to use data analytics to evaluate programme effectiveness.

Education
Bachelor’s degree in a relevant field (e.g., Computing, Data/AI, Information Systems, Business/Policy with strong tech exposure); Master’s preferred.
