The Contractor Special Security Officer (CSSO) will work in a dynamic fast-paced environment supporting SCI programs for the IC to develop, implement, and administer the security program in accordance with ICDs (703, 704, 505 and other applicable), Security Classification Guides (SCGs) and Statement of Work (SOW), and additional Customer regulations. The CSSO will be responsible for the personnel security, physical security, and Operations Security (OPSEC) of assigned SCIFs and program areas and will also oversee the construction of a SCIF from start to finish.

The Work

  • Inspect and monitor on-site processes, procedures, and systems for compliance with construction drawings, security requirements, and code compliance.
  • Lead construction management and owner's representative duties across multiple projects.
  • Provide on-site construction management duties during mobilization, site preparation, construction, fit-out, commissioning, and occupancy phases.
  • Provide support in project planning, procurement, design, management direction, project completion, client satisfaction, and financial outcome of assigned construction projects.
  • Interface with clients to define project requirements.
  • Review schedule and align project work plan and deadlines with requirements.
  • Prepare documentation for submission to the Accrediting Organization (AO), including maintaining detailed records, taking photos of key construction milestones, and preparing for the AO walkthrough.
  • Make real-time compliance decisions during construction.
  • Lead and manage the construction quality assurance process.
  • Coordinate and monitor the completion of activities in all phases of the project life cycle.
  • Monitor and oversee the project design or construction effort, including risk management, security and safety compliance.
  • Conduct comprehensive reviews of construction submittals and construction contract documents; document security violations or deviations from the CSP and notify the AO in a timely manner.
  • Provide project and contract administration duties, including records management, generating organized professional deliverables, and assisting the Owner with acquisition planning, technical reviews, execution, and administration.
  • Collect requirements, prepare SOWs, and conduct market research as appropriate.
  • Provide daily technical support to all customers, manage electronic documents, serve as liaison for stakeholders and customer groups, provide expertise, monitor security-related issues, and maintain a coordinating relationship with the government agency and external partners.
  • Interpret and implement security guidance based on ICDs, SEADs, 32 CFR Part 117 “NISPOM Rule,” and other policies and regulations.
  • Perform all aspects of the IC Customer Personnel Security Program, including guidance and assistance for validation of SCI access, processing SCI eligibility and polygraph requests, nomination interviews, indoctrinations, and associated personnel security actions.
  • Develop and maintain program-specific security plans and ensure compliance with national and government regulations.
  • Handle day-to-day security operations, including access control, classified material accountability, and physical security of facilities.
  • Support program managers and personnel with classification guidance, visit certifications, and required Customer reporting requirements (foreign travel, foreign contacts, financial disclosures, outside activities).
  • Inventory all classified documents safeguarded within the SCIF(s).
  • Build and maintain relationships with government security counterparts.
  • Provide security awareness briefings and training to program personnel.
  • Work with IT and ISSO to ensure equipment brought into secure areas is authorized and approved.
  • Ensure classified material is properly accounted for, controlled, transmitted, transported, packaged, safeguarded, and destroyed as appropriate.
  • Collaborate and assist the ISSO / ISSM on management of information systems.
  • Assist and provide guidance on future ICD 705 builds at company site(s).
  • Ensure all security requirements are maintained to satisfactorily pass Government inspections.

What You Need

  • 5+ years of relevant SCIF construction experience, including creation of Construction Security Plans.
  • 5+ years of responsible experience as a project facilitator, construction manager, or having design and construction contracting experience on SCIF projects.
  • Formal CSSO Training and SCIF Physical Security Course within the last 5 years.
  • Minimum 5 years full-time experience working with SCI in all security disciplines, specifically personnel, physical, information, and basic information assurance.
  • Currently possesses and can maintain an active U.S. Top Secret security clearance with SCI.
  • Experience with DISS and Scattered Castles.
    Experience with SIMS or other security management tools.

 

As required by local law, Accenture Federal Services provides reasonable ranges of compensation for hired roles based on labor costs in the states of California, Colorado, Hawaii, Illinois, Maryland, Massachusetts, Minnesota, New Jersey, New York, Washington, Vermont, the District of Columbia, and the city of Cleveland. The base pay range for this position in these locations is shown below. Compensation for roles at Accenture Federal Services varies depending on a wide array of factors, including but not limited to office location, role, skill set, and level of experience. The pay range for the states of California, Colorado, Hawaii, Illinois, Maryland, Massachusetts, Minnesota, New Jersey, New York, Washington, Vermont, the District of Columbia, and the city of Cleveland is:
$69,900—$153,000 USD
