Director, Government Affairs (Specialty Pharmacy & Medically Integrated Dispensing)

About this role

The Director will be the head of all Government Affairs at House Rx. This is a multi-faceted role primarily responsible for coordinating federal and state-level legislative lobbying efforts to help open up the pharmacy market to more competitors and provide more choice to patients. You will also be responsible for coordinating with key customers in advocacy to state pharmacy and health boards in  order to gain more support and flexibility for medically-integrated pharmacies and dispensaries.

Core Responsibilities:

  • Evangelizing and Education Regulators on the Medically Integrated Pharmacy Model: Lead campaigns and efforts that ensure that all relevant policy makers understand and appreciate the virtues of medically-integrated dispensaries (MIDs) or pharmacies. 
  • Improve Regulatory Landscape for MIDs: Work with Boards of Pharmacy and Boards of Medicine in various states to update requirements around operating MIDs in order to make it easier for more clinics to embrace this model
  • Clinical Value Narrative: Develop data-driven messaging for policymakers that demonstrates how MID increases therapy adherence, reduces waste, and improves clinical outcomes compared to traditional specialty mail-order.
  • Legislative Lobbying: Lead strategy & execution of state-level lobbying efforts to prevent "patient steering" practices that force patients to use PBM-owned mail-order pharmacies.
  • Strategic Stakeholder Engagement: Partner with organizations like NCODA, COA, or NASP to amplify the voice of integrated providers in Washington, D.C., and state capitals.
  • Key Customer Engagement: Many of our influential clinics have expressed strong interest in joining the lobbying efforts in their respective states; a key part of the job will be to capitalize on this energy and coordinate their own efforts with ours.

Required Qualifications

  • Experience: 10+ years in Public Policy or Government Affairs. At least 3 years focused on Specialty Pharmacy, PBM, or Health System pharmacy policy.
  • Subject Matter Expertise: Deep technical knowledge of Medicaid/Medicare Part D, PBM "delinking" legislation, 340B statutes, and the Inflation Reduction Act (IRA) impact on specialty drug pricing. 
  • Advocacy Track Record: Proven success in moving legislation at the state or federal level, specifically regarding pharmacy scope of practice or reimbursement reform.
  • Communication: Ability to articulate the "total cost of care" argument—explaining why integrated dispensing is more efficient than fragmented PBM models. Exceptional ability to translate complex "pharmacy math" (e.g., AWP, WAC, NADAC, and rebate flows) into persuasive advocacy narratives for non-technical policymakers

Location: Washington, D.C or remote with frequent travel to "hotbed" states currently debating MID legislation (e.g., Texas, Florida, or California).

Expected Full-Time Base Salary:  $150,000 – $245,000 

 

This range represents the low and high end of the anticipated base salary/wage. The actual base salary/wage will depend on several factors, including clinical and legislative experience, knowledge, and skills. Actual compensation packages may include other elements equity, paid time off and benefits.
