LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The role of the Provincial Health Systems Transition Advisor is to facilitate the transition of the U.S. Government's health assistance programs to align with the MOU’s direction to strengthen provincial ownership and capacity to build a more durable, country owned health system. The Advisor will focus on stakeholder engagement, communication, and capacity building of the Division Provinciale de la Santé (DPS) and Health Zone management teams. Key responsibilities include planning and coordination, conducting situational assessments, data collection, supporting domestic resource mobilization, and facilitating the development of initial provincial implementation plans.

This position support provincial implementation of the U.S.-DRC Health Cooperation Memorandum of Understanding, signed on February 26, 2026) across all Areas of Cooperation (surveillance, laboratories, commodities, workforce, data systems, strategic assistance), strengthening the entire health system rather than individual disease programs. This role will contribute to improved health system efficiency.  The work will directly support integration of HIV, malaria, tuberculosis and maternal and child health program operations at the province level, as well as disease surveillance and outbreak response including the important work of polio eradication in the DRC.  

To support effective health project activity transition at the provincial level, the U.S. Embassy in Kinshasa seeks to hire up to five Advisors, each assigned to one priority province. Provinces will be selected based on epidemiological burden, health system readiness, geographic and demographic diversity, existing partnerships, political will, and security/accessibility.

The Advisors will be based in the Division Provinciale de la Santé (DPS) and will receive daily directions from the head of the DPS. The Advisors will report primarily to the LEAP Global team, with copies to the U.S. Embassy Kinshasa Department of State’s Office of Foreign Assistance (DoS/OFA) and the DPS. The Advisors will support the US Embassy and DPS in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. Within the U.S. Embassy Kinshasa, the Advisors' main points of contact in the DoS/OFA office will be the Public Health Advisor and the Integration and Health System Resilience Workstream Lead. Reports to LEAP Global and DoS/OFA will be in English; copies to the DPS will be in French.

Responsibilities

Stakeholder Engagement and Communication

  • Organize and facilitate orientation sessions and workshops for provincial authorities, health sector actors, and key stakeholders to ensure understanding of the MOU’s objectives and the America First Global Health Strategy.
  • Develop and distribute concise communication materials tailored to provincial audiences.

Rapid Situational Assessment

  • Conduct a rapid baseline assessment in the assigned province aligned with MOU Areas of Cooperation (Sections 2.1-2.6), focusing on health governance, resource mobilization capacity, surveillance and outbreak response capacity (Section 2.1), laboratory functionality and bio-safety/biosecurity systems (Section 2.2), health commodity supply chain management for HIV, TB, malaria, CH, and nutrition products (Section 2.3), frontline health worker distribution, payment systems, and community health worker (CHW) readiness (Section 2.4), data systems functionality and digitalization readiness (Section 2.5), and provincial capacity for integrated health service delivery and strategic assistance absorption (Section 2.6).
  • Identify key strengths, gaps, and immediate needs across all technical areas to support integrated service delivery rather than vertical programs.

Provincial Implementation Planning Support

  • Facilitate the development of a draft provincial implementation framework or action plan template, aligned with MOU priorities and tailored to the local context.
  • Guide provincial health authorities in updating their annual Plans d’Action Opérationnel (PAO) to reflect MOU objectives.
  • Ensure provincial frameworks support integrated health service delivery across all MOU technical areas.

Domestic Resource Mobilization Assessment and Capacity Building

  • Assess the status of domestic resource mobilization for health at the provincial level, including revenue streams, budgeting processes, and financial management practices.
  • Identify barriers and opportunities for increasing provincial health funding, including innovative financing mechanisms and partnerships.
  • Design and deliver targeted capacity-building activities (e.g., workshops, on-the-job training, development of resource mobilization plans) for provincial health authorities and stakeholders.
  • Support the development of a provincial domestic resource mobilization strategy or action plan, with clear milestones for the first year of MOU implementation.

 

Reporting and Deliverables

Reporting

  • Submit a concise monthly progress report to LEAP Global team, with copies to the US Embassy Kinshasa DoS/OFA and the DPS. Reports should summarize activities, findings, and recommendations, and be submitted by the 5th day of the following month.
  • Submit a final report to LEAP Global team, with copies to the US Embassy Kinshasa DoS/OFA and the DPS within 30 days of completing the six-month consultancy. The final report will include a summary of stakeholder engagement and assessment findings, a draft provincial implementation framework/template, a provincial domestic resource mobilization strategy/action plan, and prioritized recommendations for further action and resource needs.
  • Provide copies of all reports to the head of the DPS in French.
  • Reports should demonstrate how provincial activities support integrated health system strengthening across all MOU Areas of Cooperation.

Qualifications

  • Master’s degree or higher in Public Health, Health Policy, Health Economics, Public Administration, or a related field (a bachelor’s degree with significant relevant experience may be considered).
  • Five (5) years of relevant experience in strengthening health systems, public health program management, and stakeholder engagement in the DRC or similar contexts.
  • Demonstrated expertise in domestic resource mobilization, public financial management, or health financing at the subnational level.
  • Experience in integrated health systems strengthening across multiple technical areas (HIV, TB, malaria, maternal and child health, nutrition, laboratory systems, global health security).
  • Strong facilitation, training, and communication skills, and change management
  • Familiarity with international health regulations, community health models, and innovative health financing mechanisms.
  • Ability to work independently and collaboratively with diverse stakeholders.
  • Level IV professional proficiency in both French and English.
