The work:

The SAP Budget to Report (B2R) SME serves as the primary Subject Matter Expert for S/4HANA implementations. This role is responsible for ensuring that the S/4HANA Financial solution aligns with client Financial Management Modernization (FMM) goals. The SME acts as a critical bridge between the technical implementation team and client financial stakeholders, ensuring the system supports CLIENT-specific accounting standards, General Fund/Working Capital Fund requirements, and unmodified audit opinions. The B2R SME is responsible for guiding the design of compliant financial structures and federal reporting.

Key responsibilities:

  • Advise on CLIENT-specific Financial Structures, ensuring the design of the S/4HANA Universal Journal (ACDOCA) supports client -specific dimensions, including the Standard Line of Accounting (SLOA) and Standard Information Design (SID)
  • Master Funds Management (FM) for the client, architecting the 3-dimensional budget structure (Fund, Funds Center, Commitment Item) to support client Appropriation and Apportionment processes
  • Govern Budgetary Ledger (BL) Postings, ensuring that proprietary and budgetary accounting entries are synchronized in accordance with USSGL and CLIENT financial policy
  • Support Audit Readiness (FIAR), ensuring that the system captures the necessary "Key Supporting Documents" (KSDs) and maintains a transparent audit trail for client General Fund or Working Capital Fund audits
  • Lead "Fit-to-Standard" Workshops for the client, translating client -specific business rules into standard SAP S/4HANA processes while identifying and justifying necessary federal gaps
  • Oversee client -specific Reporting, including the design and validation of Trial Balance (SF133), Year-End Closing, and DDRS (Defense Departmental Reporting System) interfaces. -Coordinate Cross-Stream Integration, ensuring that B2R logic is consistent with Procure to Pay (P2P) for Client obligations and Reimbursable (Order to Cash) for Client sales and collections
  • Guide Data Migration Strategy, specifically the conversion of legacy Client financial data (from systems like STARS or SABRS) into the S/4HANA environment
  • Serve as a Trusted Advisor to CLIENT Leadership, providing expert guidance on how S/4HANA capabilities can streamline Client financial operations and reduce manual reconciliations
  • Mentor Functional Consultants, providing training on Client-specific financial jargon, accounting policies, and managing budgetary execution
  • Lead Change Management Efforts, advising the business on the impact of S/4HANA on existing Client financial workflows and organizational structures

Here’s what you need:

  • 7+ years of experience in SAP Public Sector Financials, with a deep understanding of Funds Management (FM), Special Ledger, and S/4HANA Finance
  • Subject Matter Expertise in Financial Operations, including familiarity with the Client Financial Management Policy Manual (FMPM)
  • Proven track record in Federal ERP Implementations, specifically within the Department of Defense (DoD) environments

Nice to have:

  • Strong understanding of the USSGL (U.S. Standard General Ledger) and its application within a complex, multi-fund federal entity
  • Experience with SFIS (Standard Financial Information Structure) compliance and reporting requirements
  • Familiarity with Client-specific systems (e.g., ERP, STARS-FL, STARS-HCM, SABRS, or PRISM) and their integration points with S/4HANA
  • Bachelor's degree in a related field

Eligibility requirements:

  • US Citizen (no dual citizenship)
  • Must be eligible to obtain a government Secret Clearance
  • Willingness to travel up to 25%

 

As required by local law, Accenture Federal Services provides reasonable ranges of compensation for hired roles based on labor costs in the states of California, Colorado, Hawaii, Illinois, Maryland, Massachusetts, Minnesota, New Jersey, New York, Washington, Vermont, the District of Columbia, and the city of Cleveland. The base pay range for this position in these locations is shown below. Compensation for roles at Accenture Federal Services varies depending on a wide array of factors, including but not limited to office location, role, skill set, and level of experience. The pay range for the states of California, Colorado, Hawaii, Illinois, Maryland, Massachusetts, Minnesota, New Jersey, New York, Washington, Vermont, the District of Columbia, and the city of Cleveland is:
$126,300—$243,100 USD
