Who we are supporting 

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties and Responsibilities

  • As a Communications and Information Systems (CIS) Security Engineer, the incumbent supports the NCI Academy in the definition, design, procurement/development, and implementation of CIS, ensuring an appropriate level of security risk is achieved and that compliance with Agency CIS security accreditation policy is demonstrated and evidenced. The role includes supporting projects, services, and other activities introducing new or modified CIS by documenting risk assessments and policy compliance to facilitate security accreditation.
  • In coordination with the Chief Technical Officer's (CTO) CIS Planning and Implementation Authority (CISPIA) team, the incumbent directly supports the NCI Academy in delivering secure CIS in line with CTO direction and guidance. The role ensures that cyber security is integrated from the outset of any project or change and maintained throughout the system lifecycle. Additionally, the incumbent represents the NCI Academy in relevant CIS security governance forums and stakeholder engagements.
  • The CIS Security Engineer will also identify, plan, develop, request and manage development of required templates and documents for accreditation (CIS Description, Security Accreditation Plan (SAP), Security Risk Assessment (SRA) report, Security Requirement Statements (SRSt), Security Operating Procedures (SecOPs), and Security Test and Verification Plan (STVP) and Security Test and Verification Report (STVR)).

Essential Skills, Experience and Certifications

  • A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in a related discipline and 4 years post-related experience. Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is, at least 8 years extensive and progressive expertise in duties related to the function of the post.
  • Solid knowledge of cyber security, including boundary protection, encryption, identity and access management, monitoring and detection, incidence response, vulnerability assessments, and risk management;
  • Comprehensive knowledge of the principles of communication and information systems security, networking, and the vulnerabilities of modern operating systems and applications.
  • Good knowledge and experience (at least 4 years) with:oCyber security principles, best practices, concepts and technology
    • CIS Security Controls in both traditional and cloud IT.
    • Planning, design, implementation, testing and validation of security components of major CIS
    • Conducting security risk assessments, ideally in support of security accreditation of CIS; in particular, identifying level of threats and vulnerabilities for all assets comprising CIS, deriving residual risks and providing risk management recommendations.
    • Security accreditation of major CIS acquisition and/or development projects for a large organisation.
    • Security risk assessment methodologies and tools.
  • Experience writing or enforcing security policies and procedures.
  • Prior compliance audit experience (e.g. ISO 27001, NIST 800-53, GDPR).
  • Experience in governance, risk, and compliance (GRC).
  • Excellent communication and writing skills.
  • Relevant cyber security certifications. For example the Certified Information Systems Auditor (CISA) and the Certified Information Systems Security Professional (CISSP) is desirable.
