Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties and Responsibilities
- Head of TeC Branch responsible for planning and managing TeC Branch team and resources, and execution of Programme of Work
- Provision of specialist advice and support to Academy operations
- Coordination with other Academy Branches
- Technical leadership to projects and service
- Quality control of TeC Branch services delivery and outputs
- Communications and reporting to Academy leadership and Academy stakeholders
- Continuous improvement of TeC Branch services, products and platforms, data, and processes
- Lifecycle and obsolescence management oversight
- Technical coherence related to the Academy Learning Environment
- Technical issue, risk and dependency management
- Security compliance and CISPIA coordination, and compliance with Agency policy and procedures
Essential Skills, Experience and Certifications
- A minimum requirement of a Master's degree at a nationally recognized/certified University in a Computer and Information Technology science or engineering related programme and 5 years experience in designing, developing, integrating, securing, operating and maintaining a digital ecosystem that enables learning innovation, learning design and development, learning management, and learning delivery in an on premise and enterprise environment or equivalently complex digital ecosystem.
- A minimum of 5 years experience in managing a team of IT professionals, moderating technical discussions with multi- disciplinary teams, overseeing (as technical lead) a large portfolio of IT projects and service delivery, and applying analytical and systems thinking to complex problems.
- Demonstrated experience managing and guiding resources (including outsourced resources), planning and prioritizing work, managing dependencies, issues and risks and ensuring quality.
- A minimum of 5 years of experience in system integration and build, testing, operations and maintenance, and technical coordination or lifecycle management within complex IT environments.
- Proven experience working across multiple technical domains, including applications, infrastructure, networking and cyber security.
- Experience operating in structured, policy-driven environments with defined governance and security requirements.
- At least 5 years of practical experience in developing systems design, planning requirements specification for military CIS/C4ISR systems or similar complex IT systems and driving the architecture to implementation and operations
- Sound practical knowledge and experience of service delivery and service provisioning policies, methodologies, processes and tools; familiarity with IT service management practices (e.g. ITIL).
- Recent experience with cloud computing services and SaaS, PaaS, and IaaS, virtualised environments or self-service laboratory solutions.
- Experience with system and network automation
- Experience supporting security accreditation and compliance activities.
- Excellent communication and interpersonal skills, with the ability to engage effectively with a diverse range of stakeholders, build and manage strong partnerships
- Proven ability to effectively communicate orally and in writing, with good briefing skills.
- Experience working in a combined civilian and military organization
- Experience working in a large multi-national or international organization
- Experience in training, education or mission-support environments involving CIS systems.
